Government Bidding Standards

Purpose

These Standards govern Alexa Cybersecurity's conduct when responding to U.S. federal, state, local, tribal, and territorial procurements, as well as procurements by foreign governments and government-funded entities.

They incorporate the principles of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), the U.S. Foreign Corrupt Practices Act (FCPA), and the equivalent provisions of the OECD Anti-Bribery Convention.

Conduct standards

• 01Truthful representation — all certifications, technical claims, past-performance references, and pricing data are truthful, current, accurate, and complete.
• 02No improper payments — no offer of money, gifts, gratuities, or anything of value to influence award.
• 03No collusion — independent pricing, no bid coordination with competitors.
• 04Conflict-of-interest disclosure — all organizational and personal conflicts disclosed at proposal submission.
• 05Source-selection-information protection — no solicitation or use of non-public source-selection information.
• 06Lobbying restrictions — full compliance with the Byrd Amendment and equivalent state statutes.
• 07Anti-kickback — full compliance with 41 U.S.C. §8702 and the Anti-Kickback Act.

Eligibility and registration

• 01Active registration in SAM.gov for U.S. federal opportunities.
• 02Verified DUNS / UEI, NAICS coding, and accurate small-business size representations.
• 03All required reps and certs reviewed and reaffirmed annually or at proposal submission, whichever is sooner.
• 04Continuous monitoring of debarment lists (SAM Exclusions, EU Financial Sanctions, OFAC SDN, UN Sanctions).

Cybersecurity flow-down

Where the procurement involves Controlled Unclassified Information (CUI) or Federal Contract Information (FCI), Alexa flows down all applicable cybersecurity requirements (DFARS 252.204-7012, NIST SP 800-171, CMMC L2 where required) to subcontractors as a condition of award.

Reporting and remediation

Suspected violations of these Standards must be reported through the Ethics Hotline (CS-07) without fear of retaliation. Confirmed violations result in immediate corrective action, voluntary disclosure to the affected agency where required, and personnel discipline up to termination.
